Punjab P&D Board Holds Training Workshops on Aligning Punjab’s Development Budgeting and Planning With SDGs Ahead of ADP Formulation


Lahore : In alignment with the Government of Punjab’s vision for resilient and sustainable economic growth, the Punjab Planning and Development Board, through its Punjab SDGs Support Unit and Punjab Resource Management & Policy Unit, organized a series of training workshops for provincial line departments on integrating SDGs into Punjab’s planning and budgeting processes. Ahead of the Annual Development Program (ADP) formulation, these training sessions aimed to raise awareness and sensitize government officials on the National and Punjab SDGs Framework. The overarching goal was to create a constructive and enabling environment for policy dialogue and collaboration across provincial line departments, supporting the ongoing ADP formulation process to be aligned with and responsive to the SDGs.
Chief Economist, P&D Board, Government of the Punjab, Mr. Masoud Anwar emphasized the significance of strengthening whole-of-government policy integration and enhancing resilient institutional capacities as crucial steps towards achieving sustainable development goals. 
 
Pakistan was among the first nations to endorse the SDGs at the 2015 Sustainable Development Summit in New York, where the 2030 Agenda was universally adopted. However, the country faces significant challenges in achieving the SDGs, ranking 137th out of 167 countries in 2024. As per UNDP’s Integrated SDGs Report 2023, Pakistan was on track to achieve 35 out of 169 targets. Economic, political and climate change-related challenges, in addition to COVID and the escalating security situation, have impeded advancements across multiple goals. As per the IMF, Pakistan needs around 16% of GDP of additional financing each year for five key sectors: health, education, water, sanitation and hygiene, electricity and road infrastructure.
Despite these early policy efforts, Pakistan's progress has been incremental. Since 2015, its overall SDGs index score has improved by 19.5%. UNDP's Integrated SDG Insights Report 2023 highlights that Pakistan is on track to achieve only 35 out of 169 targets. Achieving the SDGs by 2030 requires a significant 'SDG Push,' including major economic reforms and an estimated investment of $52 billion (16.1% of GDP). The Government of Punjab, in collaboration with development partners, has been able to undertake many successful strides, however, over the years, some of the gains have been adversely impacted by the 2022 floods and COVID-19, hitting the poorest and most vulnerable districts the hardest. Therefore, Punjab needs a comprehensive SDG Push of high-intensity economic reforms and accelerator pathways in priority policy areas.
Given this backdrop, these hands-on training sessions were specially tailored by the P&D Board’s Punjab SDGs Unit with support from PRMPU, focusing on aligning the development projects and schemes of the Social, Production & Service, and Infrastructure sectors with SDGs. The sessions provided thorough orientation and guidance to the ADP formulation Team and senior government officials from different provincial line departments on aligning plans, budgets, and policies with the SDGs, and oriented them on the smart monitoring and performance evaluation of development projects concerning SDGs and their associated targets and indicators. 
 
Owing the social, economic, and environmental development challenges of the region, SDGs integration into development budgeting and planning will serve as a pivot to support the Punjab Government in accelerating SDGs, with a special focus on designing and piloting innovative programme portfolios for SDGs Investments to ensure Punjab successfully and timely achieves the targets envisaged in Agenda 2030 for resilient, inclusive and Sustainable Development in Punjab that Leaves No One Behind.
